The DOT 4 LV is a lower viscosity version of the 4 formula. It's never been tested in the Hydrastar actuators like # HBA16 and based on the performance differences people have noted in automotive applications when using one over the other I would not recommend it. You will want to follow the included link to a helpful article that goes over proper placement of tandem axles. In short you will want the front axle in a location that makes the tongue weight 10-15% of the trailer weight. It may take a few tries to get the correct location.

I may have a solution for you, but the only step that I'm aware of that can have steps actually added to it is the TorkLift GlowStep Revolution Scissor Steps w/ Landing Gear - 4 Steps - 25-1/2" Base - 375 lbs # TLA8104; you would want to use the Add-A-Step for TorkLift GlowStep Revolution Scissor Steps with 25-7/16" Wide Mounting Base # TLA8101 to add a step to those. The Lippert Alumi-Tread # LC432698 cannot have a step added to them, unfortunately.

When measuring for new leaf springs you need to either take them off of the trailer, or jack up the side of the trailer so that the axle is not carrying any weight.
Based on the pictures of the leaf springs on your 2017 Grand Design Momentum 398M with Triple 7000lb axles they do look a bit flat, but when weight is not on them they should get a curve back in them.

If you figure your dry weight on your 30 ft Grand Design has a 581 lb tongue weight. It is close to the lowest weight rating of the current bar you have. You only have a 219 lb gap before you are at the max for that bar. If your family is anything like mine bringing 200 lbs of stuff on a camping trip in nothing.
